Kudankulam Nuclear Plant-Prime Minister
In a reply to a question raised by Shri. Tarun Vijay (Member of Parliament, National Spokesperson, BJP) today in Rajya Sabha which was as follows
(a) the percentage of Kudankulam Nuclear Power Plant that has been completed and the total investment on the project till date;
(b) by when does the Government plan to operationalise its various units;
(c) whether Government has evidence of foreign funding of the NGOs protesting against the project at Kudankulam;
(d) if so, the names thereof;
(e) the actions, if any, that have been taken against such NGOs; and
(f) the reasons for the reactor under construction being VVER 1000 type and not VVER 1200, which happens to be a generation ahead of the former from the point of view of safety?
Shri.V. Narayansamy (Minister for Personnel, Public Greviances and Pensions and Prime Minister’s Office) laid the answer on the floor on behalf of Prime Minster.While accepting that the preliminary reports indicate receipt of foreign funds by the NGO’s who are opposing Kudankulam Nuclear Power Plant he admitted that investigations have been ordered, though furnishing the details wasn’t feasible at this stage. Whereas CBI enquiry has been ordered against two NGOs and Tamil Nadu Police is investigating criminal cases against two other NGOs. Prime Minister Shri. Manmohan Singh said that overall progress of 97.4% (cumulative of 99.2% in Unit-I and 94.6% in Unit-II) has been made at Kundankulam Nuclear Power Project in Tamil Nadu. Total expenditure on the project till January, 2012 has been Rs.14,326 Crore. PM accepted that projected has been halted due to protest by locals and the groups ideologically opposed to nuclear power. State government has been consulted to resolve the impasse; operationalisation will be worked out after normalisation of the situation. PM further asserted that Kudankulam has safety features at par with those of VVER 1200.
प्रधानमंत्री कार्यालय द्वारा श्री विजय के प्रश्न के उत्तर में यह कहा गया है कि 97.4% की समग्र प्रगति के साथ परियोजना कार्य पूरा हो रहा है तथा अभीतक( जनवरी, 2012) इस परियोजना पर 14 ,326 करोड़ रुपयें व्यय हो चुके हैं | परियोजना के विरोध सम्बन्धी जानकारी देते हुए यह बताया गया कि परियोजना सम्बन्धी कार्य, स्थानीय लोगों और नाभिकीय विद्युत् के सैधांतिक तौर पर विरोधी वर्गों द्वारा किये गए विरोध की वजह से फ़िलहाल बंद कर दिया गया है | केंद्र सरकार, राज्य सरकार के सहयोग से गतिरोध दूर करने के लिए प्रयास कर रही है तथा सामान्य स्थति होते ही परियोजना के परिचालन सम्बन्धी कार्यक्रम तैयार कर दिया जायेगा | प्रधानमंत्री ने यह भी माना है की निर्माणाधीन रिएक्टर सुरक्षा सम्बन्धी वी.वी.इ.आर. १२०० के मानकों के बराबर है |
