Never say never again

Tarun Vijay

If Jammu is us, Ladakh is us, and the Kashmir valley too is us as much as Jammu and Ladakh, then where are the healers?

Should the political parties declare that unless a particular region votes for them they won’t be concerned about its welfare and pains and anguish?

Unfortunately, the Congress has been doing exactly this with a region that defines India's honour and geographical identity.

If a chief minister finds time to meet the wounded — emotionally and physically hurt after 48 deaths — and instead of saluting the soldiers and going to the homes of the widows of martyred security personnel, he officiates a meeting that demands investigation into the actions of the defenders of the motherland, what can be the result except anarchy and a rudderless administration? Insensitive.

Hence it was a solace to hear the Prime Minister on August 5 when the enraged MLAs — all belonging to the BJP — went to see him and apprise him of the grim situation in J&K. The delegation was led by ever so young LK Advani, and the leaders of the opposition in both the houses, Sushma Swaraj and Arun Jaitley, accompanied him along with Shanta Kumar and Chaman Lal Gupta, the fiery leader from Jammu. The author of these lines too was present when the Prime Minister said: "No compromise on our security forces' honour, they are working with utmost restraint, no political package to Kashmir at this juncture, we need to restore peace."

The Prime Monsiter also said: "Pakistan in fact is abetting violence in Kashmir in order to internationalize the issue." He showed sympathy for the Jammu and Ladakh regions. Everyone felt it was a positive response. Advani was forthright when he said it looked the government was clueless and the situation had deteriorated to an unprecedented low. Chaman Lal Gupta said: "Discrimination against the Jammu and Ladakh regions is forcing people to think if they have to turn as violent as Hurriyat to have their grievances heard. There is no accountability regarding the enormous level of funds released to J&K, and the security forces are being demoralized."

It was an interesting interaction, sadly ignored by the media, which perhaps saw no controversial fire in the news.

In 2010 Kashmir is passing through a turmoil reminiscent of the 1980s. Arson, stone pelting, a virtual writ of the separatists running the state and a paralysed governance. (The anarchy in other states and in matters of governance notwithstanding — counting from the misuse of the CBI, shameful corruption a hundred times bigger than the archaic Bofors, failure to contain Maoist violence, a kick from the uncivil goons of diplomacy in Islamabad and an intra-departmental war, home versus external affairs, environment versus everybody, Mani versus Gill and so on.)

The collapse of governance at the central level was never so total and open. The government has forgotten the assurance given to Parliament by Nehru regarding the most horrendous instrument of separatism, Article 37. He had said "ghiste ghiste ghis jayegi", loosely meaning "the article will vanish gradually". It was never meant to be a permanent feature, which it is sought to be today by the secularists. If stone pelters and separatists in Srinagar are sponsored and supported by Pakistan, the ground for their spread is prepared by Delhi’s denationalized secularists. And in this melee of policy mishaps, it’s the common people who suffer.

I was in Srinagar for more than a fortnight in May and June just before the stone pelting intensified. But frankly speaking, the situation before the stone pelting intensified, seen in the rising graph of the dead, hardly made a difference to the attitude of New Delhi’s sultans. Neither had it, as we saw, made an impact of the kind a Delhi or Mumbai resident would have expected — people enraged and revolting. It's all on the front pages of newspapers, a couple of stone throwers and women shouting slogans in a locality. Otherwise, life remains as cold-shouldered as ever in Srinagar, as if whatever is happening is the daily routine to be accepted as a way of life. How would a common man be bothered whether it is minus 10 or minus 40, as long as it remains subzero temperature?

The situation in Srinagar has been pregnant with simmering unrest. Since the '90s. The clashes on Srinagar's streets are like a long-running fever, not an emergency that needs immediate surgical intervention. The common man is unable to send his kids to schools, fetch vegetables and daily needs to home as leisurely as in any other calmer Indian city. The sick people at home were stuck with pain and agony, shopkeepers were unable to have a full harvest of benefits in a "tourist-peak" season, Boatmen (shikarawallas) were hurriedly trying to earn as much as they could in the lesser time, from fewer tourists. Most of the roads were bumpy and uncared for. Power supply was erratic forcing big shopowners to use generators and the smaller ones candles.

On our way to Anantnag, spread over a radius of 20km, on the Jammu-Srinagar National Highway we saw hundreds of shops selling and displaying cricket's willow bats, piled in hundreds on the road side. These bats are famous globally. More than 15,000 people are directly or indirectly associated with the industry. Kashmir willow is known around the world and is second only to the famous English willow. At first sight the market in Bijbihara and other townships looked innocently crowded. Women in burqas and girls without veils buying mutton, fish and pulses when the day was not declared a bandh by the separatists. But underneath, tension could be felt. The common man wants to make progress, send his children to school and a good institute. The youth are ready to take a leap.

While taking a boat ride on the Dal Lake late in the night, the shikarawalla ran a cassette in his tape player — and to my utter surprise, it turned out to be a song from Anand Math, Lata singing "Vande Mataram". Did he know what he was playing? Met young men from Uttar Pradesh and Bihar arriving in the tourist season to earn money by selling "chaat" and groundnuts. The guides and locals do not forget telling the history of Jammu & Kashmir, which is the "second oldest after the history of the Jews" and is considered as old as 5000 years. Many legends narrate tales about the origin of the name Kashmir, but many unitedly believe that the land of Kashmir emerged when the saint Kashyapa drained the water from the lake Satisar by cutting a gap in the hills of Baramulla. This land came to be known as Kashyapmir after the name of the saint Kashyap and later became Kashmir. "Ka" means 'Water' and "Shmir" means "to desiccate", hence Kashmir stands for "a land dessicated from water". This story is also recorded in the Kashmir history "Rajatarangini" written by the Kalhana in the 12th century. This was told by a Muslim guide to me in Chashme Shahi. We did observe the martyrdom day of Syama Prasad Mookerjee, at Shere Kashmir International Conference Centre, with the active help of local Kashmiri Muslims. There are a huge chunk of them who are fed up with the separatists and want the India tricolour. I met Hindus, quite resigned to their fate, who narrated inspiring stories about Muslims who had helped them to rebuild temples of Ram in Srinagar.

But the question is, who protects the Indian Kashmiri in the valley? Those who do not want to observe bandhs, do not support the closure of schools continuously for weeks or months just because a separatist has given a call, fear for their lives if they dare to disobey the diktats of unlawful agencies, because they have no trust that the government will be able to provide them safety.

The bad governance and the policies of Delhi that support separatism in Kashmir have created an atmosphere in which Pakistan can have a field day using fifth columnists. Three generations have passed by since 1947. Who has told them they are as much Indians as are Biharis and Tamils? Has anybody studied what is taught to them in schools and madrassas? What Indian idea is prescribed to them in the schools?

They are given a separate flag which is not given to another Indian state. They are given separate constitutional provision of Article 370, which is not given to any other Indian state. Except currency, foreign affairs and security they are autonomous in framing their own laws and they are at liberty to accept or reject any laws passed by the Indian parliament, which are otherwise automatically applicable in all other Indian states. The central government takes back economic packages earlier sanctioned to Himachal Pradesh and Uttarakhand, but for Kashmir money has never been a problem. They ask for 10, and get 100. And Indian planners on Parliament Street know how much of the money given goes down the drain and still they have to tolerate the criticism, not enough has been done.

If Indian government feels that people in the Kashmir valley must be as Indian as our citizens from other states, isn’t it living in a fool’s paradise? The government tolerates all sorts of anti-national activities thinking that such appeasement will perhaps change the perception and thinking of the separatist Kashmiris. On the contrary, it has given encouragement to belligerent anti-nationals. Take the recent example of an unprecedented Jammu & Kashmir Bar association president who made an open statement before the high court saying he was not an Indian and he did not believe in the Indian Constitution. No action has taken place against him till date. Why? The issue of human rights violations by the security forces in Kashmir has been taken up hundreds of times at national and international arena but violence continues unabated along with appeasement. No one demands an inquiry into the activities of those who openly incite violence and attack the security forces, which are working under constitutional authorities.

India is forced to reap the poison fruits of a Nehruvian policy, ignoring Syama Prasad Mookerje’s line of action on Kashmir. Unless we reverse the denationalization of the state, known as Jannat, things won't improve. It's time we had a leadership that would not say no to the demand to do away with the constitutional provisions that help separatism in Kashmir.

The empire continues - II

Tarun Vijay

Prologue: The sting

India belongs to us all, rising above the peripheries of religion, ideology and caste. But do we belong to her? How much of the Indian memory has a space in our minds and souls? Do we share our motherland's pains, historical posts of victory and defeats? And do we care about what has been done to her by those who are now preaching us to be 'fair and just'? Do we have the commonality in our friends and foes? If someone is good to me individually but bad to my nation, what should I do? Say, so what? I am OK with the enemies of my nation so why should it influence my behaviour? A nation can't be just a conglomeration of a few people crowding offices, homes and roads. The pride for the national flag and the national anthem is rooted in a collective will of the people to survive under one identity and shared aspirations. What hurts me the most that the neo-literates of the rich, or closer to that variety, class have developed an attitude of self-flagellation bordering on the sadistic pleasures of a slave people who take pride and derive pleasure in getting booted by the invading authority. This is a medically proven psychological, behavioral pattern. If a society and a people are continuously subjected to unspeakable atrocities and barbarism for long, a section of them develops a habit to accept all that as an unavoidable eventuality and begins its advocacy so vigorously that it rewards them from the enemy quarters to a great extent, if rai bahadurs were in vogue during British rule, now it's state largesse and committee memberships, invitations to PM's banquets and high tea at Viceroy's Palace now renamed Rashtrapati Bhavan. They would complain at any instance of the revival of past memories to apprise the new generation of the joys and pains of their motherland: "Hey, you are spreading hatred. Why should we ever get into this? What has happened has happened. Let's move ahead."
Can there be any more arrogantly foolish naivety? There can't be any future without a past, and those who fear to know their past do not belong anywhere, they are like boat people, whoever provides bread and shelter they belong to that corner.

But we are different. Bharat that is India is not a piece of land, but mother to us all, whether we are Hindus or Muslims or Christians. We all are bound by one identity: Indian. Hence the Cameron visit prompted me to urge everyone to remind ourselves and our children of what has happened to our common ancestors at the hands of the ancestors of Cameron and Thatcher and Queen Elizabeth. And while we are gracious enough to have normal, friendly relations with these people, they not only continue to have a weird policy on our Kashmir but we, as a result of a shared memory loss, remain entangled in a memorial to our slavery called Commonwealth, which is just a burden on our nation without any positive gains for our people. It's anybody's guess that the kind of mind-boggling corruption and senseless expenditure has marked these games; this money could have changed the profile of at least one Naxalism-Maoism-affected region, bringing happiness and relief to the entire nation.

A nation lives on the collective reservoir of memory and dies when memory is lost. With memory deleted, good, bad or worse, what difference will there be between India and Saudi Arabia or Ecuador and Nepal? One of the main reasons of the present sorry state of national affairs is a collective memory loss that provides an enemy's invasion basic support through deculturized people.

The empire of the enemy seems to be living ideologically still when a state of our nation is almost declared de facto an 'enemy nation', just because it helps the ruling party to garner minority votes in Bihar and UP, the empire of the invader lives in an education system which prescribes memory loss as a way to attain a misinterpreted secular health.

It's the memory loss that makes the villain of Kargil, Musharraf, get a warm welcome in Delhi and the media's admiring attention.

It's the memory loss helping the empire of the aliens thrive that makes the rulers destroy a bridge Rama built and be silent on the unspeakable pains of their own flesh and blood, the exiled Hindus of Kashmir and the Muslim mothers of Srinagar who want their children to be raised in a peaceful progressive Indian spring.

It's the empire's continuity through memory loss that makes people condemn any effort to remind the new generation of British atrocities. They forget that if India is not reminded how all of us, our ancestors, got united under Bahadur Shah Zafar, used "roti" and "kamal" as a powerful instrument of war on firang terror, heroically resisted British barbarism and gained independence through the collective struggle of the Indian people, how can we carve a road for an Indian future?

Epilogue: The invader's delight

India was never a poor country in her entire history. We were enterprising, rich and brave. And we influenced the world though our character, scholarship and compassion. But the new race of invaders changed the rules of war and administration - deceit, barbarism and cruelty was their hall mark. Will Durant says in his book, The Case for India: "Robert Clive defeated the Bengal forces at Plassey with the loss of only twenty-two British killed, and thereupon declared his Company the owner of the richest province in India. He added further territory by forging and violating treaties, by playing one native prince against another, and by generous bribes given and received. Four million dollars were sent down the river to Calcutta in one shipment. He accepted 'presents' amounting to $1,170,000 from Hindu rulers dependent upon his favour and his guns; pocketed from them, in addition, an annual tribute of $140,000; took to opium, was investigated and exonerated by Parliament, and killed himself. 'When I think', he said, 'of the marvelous riches of that country, and the comparatively small part which I took away, I am astonished at my own moderation.' Such were the morals of the men who proposed to bring civilization to India. (8). His successors in the management of the Company now began a century of unmitigated rape on the resources of India. They profiteered without hindrance: goods which they sold in England for $10,000,000 they bought for $2,000,000 in India. They engaged, corporately and individually, in inland trade, and by refusing to pay the tolls exacted of Hindu traders, acquired a lucrative monopoly. The Company paid such fabulous dividends that its stock rose to $32,000 a share. Its agents deposed and set up Hindu rulers according to bribes refused or received; in ten years they took in, through such presents, $30,000,000. They forged documents as circumstances required, and hanged Hindus for forging documents. Clive had set up Mir Jafar as ruler of Bengal for $6,192,875; Clive's successors deposed him and set up Mir Kasim on payment of $1, 151,780. They taxed the provinces under the Company so exorbitantly that two-thirds of the population fled; defaulters were confined in cages, and exposed to the burning sun; fathers sold their children to meet the rising rates. It was usual to demand 50% of the net produce of the land. 'Every effort, lawful and unlawful,' says a Bombay Administration report, written by Englishmen, 'was made to get the utmost out of the wretched peasantry, who were subjected to torture, in some instances cruel and revolting beyond all description, if they would not or could not yield what was demanded'."

Excluding Indian scholars from taking up appropriate positions was one of the main features of the British. "Every year the Indian colleges graduate 12,000 students; every year hundreds of Hindus graduate from universities in Europe of America, and return to their native land. But only the lowest places in the civil service are open to them. Not more than four per cent of positions bringing over $4,000 per year are held by Hindus."(61).

And "Eminent Hindu physicians and surgeons," says Ramanand Chatterjee, "are compelled to spend the best years of their lives in subordinate positions as 'assistant' surgeons, while raw and callow youths lord it over them and draw four to five times their pay."(67) Sir Thomas Munro, British Governor of Madras, said, almost a century ago: "Under the sway of every Mohammedan conqueror, the natives of India have been admitted to all the highest dignities of the State. It is only under the British Government that they have been excluded from this advantage, and held in a condition, even when employed in a public department, little superior to that of menial servants."(68).

The same set of mentally colonized people, who rule us today create Commonwealth Games in honour of our slavery to the British, recognizing the Queen as the permanent head of the organization, while still loud-mouthing our sovereignty. The same colonized people rule us from the buildings the British built scandalously with corruption at every nook and corner squandering public money like we are witnessing in the shoddy preparations of the CWG in 2010.

Surely, we have a democratic system that elects lawmakers. But expressly it's the attitude and the behaviour of such people, whom Durant describes as "de-Indianized", holding distinguished positions of decision making that forms the principal perception. They didn't declare freedom from the British but it was merely recorded as transfer of power. Most of the laws pertaining to taxes, administration, policing and managing military organizations are still very British. The entire Constitution is a feeble reflection of the Govt. of India Act 1935, as was also accepted by BR Ambedkar.

Still our forces - all the three wings observe and celebrate the raising days of various battalions when they were established by the British in the name of some sort of an apolitical continuity. They don't consider the dichotomy inherent in it that the colonial masters had raised those battalions to suppress the Indian spirit of freedom.

In Rashtrapati Bhavan the best-kept portraits and marble statues are of the British viceroys, governors, kings and queens. One would be really shocked to see an absence of Indian freedom fighters and revolutionaries' portraits displayed with same esteem and appropriate honour befitting an Indian. The hall where awards are presented and new government is sworn in doesn't have a portrait of Shivaji's regal durbar or Maharaja Ranjit Singh's majestic throne. It doesn't have a portrait of Vikramaditya or the Pandavas, who ruled Indraprashtha, the predecessor to the present Delhi. Not even Akbar.

It shows an Iranian carpet on the roof depicting an Iranian prince.

Like the British , the present dispensation of secular variety puts the majority Hindus to shame for defending their way of life and religious assertions, whether its banning cow slaughter, rebuilding Ayodhya temple or protecting poor Hindus from the onslaughts of aggressive proselytizers.

Politicians are tamed to fall in line through bribes and threats exactly the way the British did and not only Hindu-Muslim divide and casteist fault lines are strengthened to garner votes but even foreigners are facilitated to enter India in lieu of their votes creating a situation that at least in one northeastern province soon we may have a chief minister of Bangladeshi origin.

We love to preserve with utmost care the relics of the British slavery that, in fact should have been kept in a Holocaust Museum telling the new generation about the real nature of the empire. We love to pay obeisance to the jawans, at a memorial built to honour those who fought for the empire and not for India's independence, and fail to build a war memorial. We love to spend thousands of crores to renovate the area and the buildings in Delhi named after the colonial servant, Sir Connaught. We want to show, still, to the firangs, how much we adore their left-overs. Any wonder we still rule our own people with the contempt of a British sergeant and make atrocious amount of money emasculating the peasants and poor, forcing them to commit suicide? It's the continuity of the spirit of the colonial empire that keeps the lawmakers insensitive to the plight of common Indians eking out a living at Rs 20 a day even after six decades of independence and finding it comfortable to enjoy chicken masala thalis and other delicacies at Rs 12, Rs 2 and Re 1 in Parliament while getting fat allowances and salaries.

The Empire, in a varied form, still continues.

To break the hangover of this colonialism, rejuvenate the indigenous political system of a consensual approach, without any hate for the differing view and write a new Indian story strengthening patriotism and intolerance to terrorism and corruption. Let health, literacy and prosperity to the people be our new gods. Bring reforming laws like Hindu code bill pertaining to Muslim and other communities too that brings women in the mainstream of progress and revive a pride in our shared, collective heritage of civilization that soothingly touches us all. The rest will follow.

BJP's Tarun Vijay makes courtesy call on PM

Capital Buzz

New Delhi: Newly-elected Bharatiya Janata Party (BJP) Rajya Sabha MP Tarun Vijay on Friday met Prime Minister Manmohan Singh and presented him a copy of his recently published book 'India Battles to Win'.

Vijay, who termed the meeting a 'courtesy call', termed as 'positive' the Prime Minister's stand during his meeting Thursday with BJP legislators from Jammu and Kashmir.

Singh had told the delegation that nothing would be done that demoralises security forces in Kashmir and the government had no hesitation in calling an all-party meeting to discuss the situation in the state - which had also been described as a positive attitude by Leader of Opposition in the Lok Sabha Sushma Swaraj.

Vijay, who had earlier called on senior leaders of his party, said he had decided to meet leaders from various parties as the BJP does not believe in ideological apartheid.

Govt, BJP feel Pak has changed strategy

'We oppose them on programmes and policies but that shouldn't result in untouchability, they belong to India and PM belongs to us all, not to any particular party,' he said.

The Prime Minister congratulated Vijay, who is also a BJP spokesman, on his election victory and wished him a successful tenure in parliament.

The empire continues – I

Tarun Vijay

David Cameron was candid during his recent India visit when he said he was not ashamed to admit that the visit was an investment hunt. And he did get what he wanted — investment and jobs for Britons. As a report said, Prime Minister Cameron toured the Hawk facility at Hindustan Aeronautics Limited (HAL) and welcomed the finalization of a £700 million agreement between BAE Systems, Rolls-Royce and HAL, which is expected to support more than 200 jobs in the UK.

Like his predecessors in East India Company, he looked at India as a market and an opportunity to get more from it. His remarks on the 26/11 attack were casual and superficial. He said, "In November 2008, we watched in horror as terrorists went on the rampage in Mumbai, killing scores of Indians and three British nationals."

While he was definitive on the number of Britons killed in Mumbai, he simply used the word "scores" for Indians killed, showing a lack of interest. He ignored any reference to the atrocities the British inflicted on us just a hundred years before and neither expressed a sense of regret nor apologized for the brutalization of India at the hands of his ancestors that made India weak, emasculated and grappling with hunger, poverty and corruption. All these three ailments India is facing today are a British "gift" to us.

Recently a book authored by the world renowned historian Will Durant has seen the light of the day thanks to the painstaking efforts of TN Shanbagh, a respected name among book lovers and the intellectual community of Mumbai, who ran the famous Strand book shop at Fort till he breathed his last a year ago. This book, titled "The Case for India" must be prescribed in every school of our nation, which is still reeling under the neo-colonialists in corrupt politicians and babus. And we are a people who seem to have given up hopes on them. This book, which lay lost for years till it was "rediscovered" and republished had made Rabindranath Tagore to write these lines, "Will Durant treated us with the respect due to human beings. I noticed in his book a poignant note of pain at the suffering and indignity of the people who are not his kindred, an indignant desire to be just to the defeated race."

The British empire in India proved that the British were the most savage and inhuman colonial rulers. Unlike what many of the Anglicised writers and historians, who still use the word Raj for the Britsh rule in India giving it the legitimacy of a just and respectful era of rule, would like us to believe. Will Durant writes, "Those who have seen the unspeakable poverty and physiological weakness of the Hindus to-day will hardly believe that it was the wealth of eighteenth century India which attracted the commercial pirates of England and France. "This wealth", says Sunderland, "was created by the Hindus' vast and varied industries. Nearly every kind of manufacture or product known to the civilized world — nearly every kind of creation of Man's brain and hand, existing anywhere, and prized either for its utility or beauty — had long, long been produced in India……. She had great architecture — equal in beauty to any in the work. She had great engineering works. She had great merchants, great businessmen, great bankers and financiers. Not only was she the greatest ship-building nation, but she had great commerce and trade by land and sea which extended to all known civilized countries. Such was the India which the British found when they came."

AND WHAT DID THEY DO TO US? "Until 1918 the total expenditure on public health, of both the central and the provincial governments combined, was only $5,000,000 a year, for 240,000,000 people — an appropriation of two cents per capita.

"Sir William Hunter, once Director-General of Indian Statistics, estimated that 40,000,000 of the people of India were seldom or never able to satisfy their hunger. Weakened with malnutrition, they offer low resistance to infections; epidemics periodically destroy millions of them. In 1901, 2,72,000 died of plague introduced from abroad; in 1902, 5000,000 died of plague; in 1903, 800,000; in 1904, 1,000,000. In 1918 there were 125,000,000 cases of influenza, and 12,500,000 recorded deaths... We can now understand why there are famines in India. Their cause, in plain terms, is not the absence of sufficient food, but the inability of the people to pay for it. Famines have increased in frequency and severity under British rule. From 1770 to 1900, 25,000,000 Hindus died of starvation; 15,000,000 of these died in the last quarter of the century, in the famines of 1877, 1889, 1897, and 1900.”

We wanted to get education, but the British didn’t encourage it, having destroyed all indigenous institutions of education that have made India a superpower in trade, arts, architecture, ship building and science and technology. Writes Durant, "At no time in history has India been without civilization: from the days of Buddha, in the fifth century, who is to the East what Christ is to the West; through the time when Asoka, the most humane of emperors, preached the gentle creed of Buddha from pillars and monuments everywhere; down to the sixteenth century, when culture, wealth and art flourished at Vijayanagar in the south, and a still higher culture, and still greater wealth and art, flourished under Akbar in the north. It was to reach this India of fabulous riches that Columbus sailed the seas. The civilization that was destroyed by British guns had lasted for fifteen centuries, producing saints from Buddha to Ramakrishna and Gandhi; philosophy from the Vedas to Schopenhauer and Bergson, Thopea and Keyserling, who take their lead and acknowledge their derivation from India (India, say Keyserling, "has produced the profoundest metaphysics that we know of."; and he speaks of "the absolute superiority of India over the West in philosophy";); poetry from the Mahabharata containing the Bhagavad-Gita, "perhaps the most beautiful work of the literature of the world... And how shall we rank a civilization that created the unique and gigantic temples of Ellora, Madura and Angkor and the perfect artistry of Delhi, Agra and the Taj Mahal — that indescribable lyric in stone?”

But we were subjected to live in darkness. Says he, "In 1911 a Hindu representative, Gokhale, introduced a bill for universal compulsory primary education in India; it was defeated by the British and Government-appointed members. In 1916 Patel introduced a similar bill, which was defeated by the British and Government-appointed members; (115) the Government could not afford to give the people schools. Instead, it spent most of its eight cents for education on secondary schools and universities, where the language used was English, the history, literature, customs and morals taught were English, and young Hindus, after striving amid poverty to prepare themselves for college, found that they had merely let themselves in for a ruthless process that aimed to de-nationalize and de-Indianize them, and turn them into imitative Englishmen. The first charge on a modern state, after the maintenance of public health, is the establishment of education, universal, compulsory and free. But the total expenditure for education in India is less than one-half the educational expenditure in New York State (116). In the quarter of a century between 1882 and 1907, while public schools were growing all over the world, the appropriation for education in British India increased by $2,000,000; in the same period appropriations for the fratricide army increased by $43,000,000.117."

Impoverished, humiliated and tyrannically pushed to become emasculated slaves, Indians tried hard to live a life of subhuman beings. Durant writes, "Everybody and everything," says the Oxford History of India, was on sale. (22). And Macaulay writes: During the five years which followed the departure of Clive from Bengal, the misgovernment of the English was carried to such a point as seemed incompatible with the existence of society… The servants of the Company … forced the natives to buy dear and to sell cheap … Enormous fortunes were thus rapidly accumulated at Calcutta, while thirty millions of human beings were reduced to the extremity of wretchedness. They had been accustomed to live under tyranny, but never under tyranny like this … Under their old masters had they had at least one resource: when the evil became insupportable, the people rose and pulled down the government. But the English Government was not be so shaken off. That Government, oppressive as the most oppressive form of barbarian despotism was strong with all the strength of civilization (23).

Death stared at Indians so starkly that it was difficult to breath. Durant writes, "Let the late President of Union Theological Seminary, Dr. Charles C. Hall, speak: The obvious fact stares us in the face that there is at no time, in no year, any shortage of food-stuffs in India. The trouble is that the taxes imposed by the British Government being 50% of the produce, the Indian starves that India's annual revenue may not be diminished by a dollar. 80% of the whole population has been thrown back upon the soil because England's discriminating duties have ruined practically every branch of native manufacture. The final item is the death-rate. In England the death-rate is 13 per 1000 per year; in the United States it is 12; in India it is 32 (140). Half the children born in Bengal die before reaching the age of eight (141). In a recent year (1921) the infant mortality in Bombay was 666 per 1000."(142)

Abdicating India

Tarun Vijay

On Kargil Victory Day (July 26), the UPA government has gifted the Indian forces a bizarre decision: scrapping the purchase of artillery guns, which the Army has been demanding urgently. As a defence report says, artillery guns ran havoc on the enemy during Operation Vijay in the Kargil war. These guns are extremely necessary for mountain conflicts. It is predicted that there is 80% probability that the next war India will fight will be in mountains. Nobody answers why we have not bought any artillery guns for long. Whatever we are left with are in bad condition. This news shows the lacklustre attitude of the UPA regime. For the fifth time in the last eight years such a process has been stalled.

The second major fiasco has happened on the external affairs front.

Even in the worse days of the Gujral doctrine, Indian interests were never abdicated the way this government with a CBI mascot has done. The Indian foreign minister not only swallowed the bitter pill of humiliation on a land hostile to us, yielding to an arrogantly unmannered Qureshi, he committed a diplomatic sin against his own country by criticizing his home secretary, synchronizing his fool mouth with Qureshi's foul one on Pillai. What a Track 2, friendly diplomacy at zero level by state players.

Even if Pillai was wrong and the content and the timing of what he said was not music to Krishna, the faceless minister for foreign affairs did a great disservice to Indian interests and honour by publicly lampooning his own government's secretary and choosing to walk with a Qureshi, who is not even a Congress voter. It seems the Congress has waged a war on the home ministry. First, the minister was targeted by none other than the centre of all decisions — Sonia Gandhi. She was religiously followed by the beguilers Digvijay and Mani. Poor Chidambaram couldn't even expect help, or even feeble support, from his constitutional boss, Man Mohan Singh. And a failed leader from Madhya Pradesh, seeking solace in the lap of Naxalites and jihadis through ill-timed pilgrimages to their homes sought to get a few headlines by certifying Chidambaram left-handedly through ‘arranged' interviews on news channels and in the print media. The government and the party are managed through the media a la Rakhi Sawant's Swayamvar. "I won't speak anything till the media is present."

When the mechanic loses the will to repair the car, he fights with his tools to harass the complaining clients. The people, in this case are the receivers of a failed government's irritation, born out of self-realized incompetence. The governors intimidate an opposition through the most-abused tool of CBI in preparation of elections and then ask its leaders to enjoy lunch with them! They say no one should use the term Islamic while reporting terrorism and then make sure that a new term Hindu terror is widely circulated on the basis of a few unbaked ‘homemade' servings of politicized Intelligence agencies. Their CBI lets off Mr Honey “Q” of an Italian clan and unfreezes his London accounts while a blue-eyed boy of 10 Janpath is let off by the same agency which is now sarcastically believed to have shifted it headquarters to Congress party's tool room, earning its daily bread by exonerating Jagdish Tytlers from having any ‘hand' in the massacre of 3,000 Sikhs. The same clan gives Bharat Ratna to a person who had justified the killings by an infamous line "when the big tree falls earth shakes", and refuses honours to Savarkar and Syama Prasad Mookerjee, who lived and died for the unity of the nation. Yet, they say, they believe in democracy.

They have no qualms in inviting the divisive Muslim League to join the Cabinet and talking affectionately to the traitors and offering olive branches of love and ‘understanding' to Naxalites. But have you ever heard a Hindu leader was ever invited by the PM on lunch for exchanging notes on what's happening in the nation? It's the most revengeful governance horrendously practising ideological apartheid against a particular section of believers who happen to be Indians and patriotic. They are harassed, condemned and sought to be banished just because they demand Kashmiri Hindus' return with safety and honour, and a temple where Ram was born. They get delisted for saying no to the destruction of a bridge that was built by Ram. These saffrons are not Nehrus and believe that even a boy who was pasting posters of the party in his young days can become party president and you don't have to be essentially born in a family to dream high. They oppose tooth and nail any theocracy -- no Hindu state and no special privileges to any one on the basis of religion and want a united India.

But they are projected as the biggest threat to Muslims who have fared worst in any secular regime from West Bengal to UP and Kashmir to Kerala. From Day 1, when we got a truncated independence, the Nehrus were always inlvolved in unsavoury deals. First we saw the Jeep scandal involving Nehru's blue-eyed boy Krishna Menon, while jawans were fighting a battle in Kashmir. Followed by Mundhra and Nagarwala cases. India lost 1.25 lakh sq km of land to China and Pakistan after 1947 and under a Congress regime suffered 1962's humiliation due to ignoring defence preparedness. We lost Haji Peer in spite of the 1965 win and left Kashmir unresolved at Simla after 1971's great victory. The Congress rate of own-goals was furthered by assaults on Justice Jagmohan Lal Sinha's verdict, Emergency, Blue Star, faux pas of IPKF in Sri Lanka, Bofors deal, Submarine purchase scandal and kowtowing to Washington's pressures.

Poverty and rural unemployment has increased abysmally in Congress regimes forcing thousands of farmers to commit suicide while 40% of India lives on a mere Rs 20 a day earning. The footpath people, who are born, live and die on the pavements of the metros have got no solace while the multistorey buildings of the rich get even higher. This government has proved that the Nehruvian doctrine of the elite has only fattened the rich and robed the emasculated masses. And the world's most atrocious exile of an entire community too occurred in Kashmir under the dispensation of the Congress, whose flagship is marked with a soft attitude on Afzal and affectionatly mourning LeT's Ishrat Jahan.

The most scandalous incident of ignoring the nation's defence needs relates to the inability of the Congress/UPA regime to purchase urgently needed military hardware for the forces.

A kiddish media fed on government largesse and ready to be used for revenge killings becomes a tool of the secular machinations to mount assault on the Hindus on the dotted pattern of the Stalinist Soviet Russia. They forget tarnishing Hindu name tarnishes India too. They forget that Hindus have never ever supported any extremism in their age-old lifespan. Pluralism and a warm appreciation of a different viewpoint are intrinsically woven into the Hindu fabric, which has given shelter to the persecuted communities of the world and the uniqueness is expressed through Dargah worship to the Indian Islam, a trait which is strictly forbidden in the Wahhabi lands. They appropriated Gandhi murdering his legacy of tolerance and an indigenous pattern of development seeking to eliminate the fact that Gandhi represents not only the best in India but the best in Hindu Dharma. They never gave anything substantial to Muslims and the worst-ever riots since 1947 against Sikhs and Muslims occurred during Congress regimes, read the home ministry's reports. It was the Congress that showed all the love for the world's biggest perpetrators of mass murderers who unleashed dictatorial terror regimes like Stalin and Mao, inviting their Indian followers to share governance and copied the hateful Godse to suffocate Gandhi's legacy in governance and organization by supporting family rule and intimidating everything that represented the Indian ethos, from Ayodhya to Sharda in POK, yet claim to be ‘tolerant, objective and cultured' politicians.

They support the separatists in Kashmir, help them gain weight and provide medical help and logistics to them, yet want Kashmir to remain in India. They wish the world would recognize the fact that Kashmir is India but we fail to emphasize the unanimous resolution of Parliament that pledged to regain the land Pakistan and China grabbed illegally.

Governance was never at such low ebb. And at its riotous best. Keep your fingers crossed as it can go to any length in ts hunger to harvest elections in Bihar and UP.

The only loser would be the idea of India.
